Neal is the owner and principal of Sound Resource Economics in Tacoma, Washington, and also teaches economics at several regional and national universities. A former senior economist with the City of Portland, Oregon's Bureau of Environmental Services, his background is in agricultural economics, and he has developed particular expertise in the economics of environmental sustainability and sustainable development.
